The Town of Pagosa Springs received Congestion Mitigation Air Quality (CMAQ) transportation funding from the Colorado Department of Transportation (CDOT) and was a Local Agency project.

DES provided surveying services in site mapping of Majestic Drive along the project extents. Also, DES performed research of right-of-way and documentation for easements. DES provided engineering services in design of the roadway, developing design plans, preparing the contract, preparing specifications, and generating cost estimates. 

Before construction started DES conducted bidding services in selection of Four Corners Materials as the prime Contractor. During construction DES provided construction services, administration of the contract and construction layout.

During the design and construction phases, DES provided engineering and surveying support for the CDOT Local Agency process.
